Open MSPaint, scrible something with the dimentions of a power of 2 (ie: 128x128, 256x256, etc) save as a 256 color .BMP

Download and open Wally. New->Half Life Texture Wad, Drag and drop .BMP into wad window that opens, name it something, save .WAD, done.

My old tutorials page now hosted by Mr Slackiller

A few links at the bottom may not work anymore.

Did you put your wad file inside of your cstrike folder?

I started making a little custom texture-guide a while back, not completely finished yet but you can check it out here.
